Orange Man is the biggest threat to world peace. Rocket Man is just trying to defend himself.

I agree that it is Orange man, because if Rocket man attacks Orange man then China will turn against Rocket man and it won't be a pitched battle at all so it shouldn't be a long term threat to world peace.
That said, even if Orange man pushes "the button", I don't think anybody will obey that command at this point. A lot of people have to do their jobs to launch a nuclear strike and nobody wants to start WWIII on the orders of a madman.
