A lot of people in North Korea, including their president, like certain elements of western culture and want to develop better ties and start trade. It's the sanctions that are in the way. I wouldn't be surprised if Kim Jong-un himself is actually on that forum now and then.
If Westerners have a more friendly attitude to North Korea, sanctions can be removed, new treaties can be signed, trade and cultural exchange can begin, and they can be pulled out of this rut they're stuck in.
The main thing that's keeping them there is "saving face"; it's kind of like pride, but relates more to shame of admitting certain mistakes or being forced to change. Couple that with their internal political situation, and it's hard to overcome.
Imagine that you and your once best friend are fighting. You think your friend did something, and your friend thinks you did something and blames you. If ONE of you apologizes, the other will apologize too, and you can be friends again... but nobody wants to go first.
That's sort of the situation. The West is not blameless in this, but neither do Western government actions justify everything North Korean leadership has done in response.
