I listed those two because i'm relatively convinced they are telling the truth from what i've seen, But technically, they are under no legal obligation. They have to just give it away before they die, or at death.

They're most likely not giving away all their wealth, but Gates sure gave away a lot and he started one of the if not the most effective charity in the world.

I checked this out. Apparently he is not giving away all his money (at least not while he is still alive) but he is giving away a lot (25-30 billion so far).
